These protestors securely attached themselves to very heavy barrels full of cement to prevent anyone from running them over.

Winch, snatch-block, tree-saver strap.

Anchor the snatch-block to a guardrail post, put the treesaver around the barrel (don’t want to chew up your expensive winch cable), and drag the whole assembly to the shoulder. Just removing an obstruction from the road (the barrel). If the idiot protestors can’t get themselves free in time, then too bad so sad. Once they’re on the shoulder, they can rot.
