You are exactly right. When you go around acting like a hammer, every problem looks like a nail.
That’s what this black couple is doing. They are going through life purposely looking for racism, not realizing that it is they themselves who are the true racist.
I seriously doubt the waiter even considered the reflectivity of the couples in question.
However, the insulted couple obviously sees ALL things that happen around them through their race goggles.
