if a state can somehow manage to get by accepting no federal funding then that would be a great statement that other states might follow.

That is irrational dreaming. It is highly unlikely that any state will pull it's snout out of the trough so long as other states have theirs in it.

To do so would put them at a disadvantage, and I just don't see anyone doing such a thing, nor should they.

Yes, true freedom requires the letting of blood. Sacrificial giving. Jesus gave every drop of His for our freedom from sin. We are not even attempting to live above the power of sin, so yes, I think blood is required again. When sin is up to your eyeballs, and nearly everyone is complicit, then it will take the blood of a few/many saints to make the rest realize that freedom to sin is no freedom at all and responsible living is the only path.
