Yes you could, but if there is a run on ammo, brass will be very hard to find. Re-loaders will run on brass and primers quickly.
A personal iron foundry would help.
You can cast pure lead bullets fairly easily, and folks have been doing that since lead was first chosen as a bullet/ball material. Fabricating jacketed bullets suitable for high velocity rifles is far more difficult. You would need machinery to form the jacket material, the core material(s), and then swage them together.
BTW, there used to be machines on the market that would swage a .22LR cartridge case onto a slightly undersized lead core, to produce (IIRC) ~60gr .224 bullets. I haven’t seen one for decades.

Yes, you can. And you can make ones that will penetrate vests quite easily. It just shows that the progressives just want to incrementally ban our rights.

Joyce Hornady and a partner got started by stuffing lead into spent .22LR cases. Look into “bullet swaging.”
