These sort of legislative maneuvers are routinely used by "old dogs" who know the system and how to manipulate it.

Time to take a lesson from Kansas. Nine of the eleven worst Republican senators were primaried and defeated a couple years ago. Now they’re just trying to get their names in print again by making up stories about Brownback. But at least, they’re not ruining legislation any more.

look at that face. why would ANYbody trust or vote for that dinosaur? He’s catering to the Somali population that has overrun and flooded Wyoming. They will need room to operate as they do in der heimat.
