That seems like a given, but we are in the age of Obama. I cannot say with certainty that this would be so. Still, that’s what makes it such a good asymmetrical weapon. North Korea, for instance, doesn’t have much to lose - and if they were in the throes of a coup, for instance, I wouldn’t doubt that someone might accept that gambit.
