Was the data that was collected in the past pre IC integration? Are there subsequent studies on how an EMP would affect our current electronics with IC integration?

Yes. So we don’t have a good understanding (at least that is unclassified) of how modern electronics is impacted.

But we do know this: Electronics get faster over time, and one way they do that is to get dimensionally smaller - and the smaller semiconductor dimensions make the junction more vulnerable.

The conclusion is that if you DO NOTHING about EMP you are getting more vulnerable over time as you replace electronics with subsequent more capable generations.
