No, Obama was insinuating that Cheney was the “acting” President instead of Bush. You know, like Valerie Jarrett is the “acting” President right now.

Cheney was often called the real president, as a way of demeaning the younger and inexperienced Bush. Actually, I thought O’Bummer got off some pretty good jokes, including the one about Hillary living in a van in Iowa.
He may be an affirmative action disaster, but O’Bummer at least has liberal friends in Hollywood to write good jokes for him.
