.The Air Force developed a weapon known as the small diamiter Bomb.Which was developed to take out targets in heavily populated areas without causing unwanted casulties.

LOL. It is still a bomb, though reputedly more accurate and half the size of the MK82 500#er. It also costs 50 to 125 times more depending on the variant. The ac used over there can 'shack' buildings with the MK82. If civilians are in any bomb's frag/blast radius, it will kill them just like those targeted.
