Obama will not explicitly defy the Supreme Court. What is likely, however, is that he will make an "accommodation," claim he has adjusted his program appropriately, and order federal agencies to implement the "accommodation." With a year and a half left, there will not be time for another challenge to progress through the courts before he leaves.
