Do you know if the National Archives ever got those documents back?
Last I heard was that Sandy Berger said he passed by some trash pile and for some reason (which he tried to imply was perfectly reasonable) put them in a thrown away card file cabinet or file drawer or something like that which was near a dumpster or something. It was all a perfectly concocted outlandish fabrication, but apparently he got away with only a three year suspension of his clearance or something like that.

That was the first thing that occurred to me. Then I decided the more likely issue is the department is filled with treasonous bastards (who are also incompetent).
