Leftists see the military (until such time as they can disregard that icky Constitution and use it to hunt down counterrevolutionaries and wreckers) as a gigantic laboratory for social engineering.
They also see the military as a way to redistribute taxpayer money to some very marginal (and nowadays outright crazy) people.
After losing wars in Afghanistan and Iraq, I have no problem with reducing the standing military to a fraction of its size.
