They are receding. Roughly speaking, over the largest scales all objects are receding from the singularity in spacetime. There are "local" instances over a few tens of thousands or millions of light years where objects are approaching each other. The best way to understand those is like water falling into, and then hitting a smooth, flat basin. Most of the water is spraying out from the point of impact in all directions. But on small scales you will find eddy currents, collisions between droplets, and so on.
