You’re the one with the reading comprehension problem.

If he was offered, then he was accepted. No university or academy is going to offer a scholarship without first accepting the applicant.

He did not accept does not mean he was not accepted.

Get your eyes fixed.

I suspect it was a verbal offer made, by some high-level dude, and not on paper. So it would be hard to validate.
