The FBI is painstaking and thorough, they do not bend to outside schedules or time frames. But they grind exceeding small, and rarely lose a case as a result. If they return incriminating findings, and unless the findings are sealed and suppressed (a likely possibility), Hillary will be cooked.

I suspect that this is just the visible tip of the backroom-deals-and-positioning iceberg.

It needs to be an absolutely bulletproof case, if they try to send it forward to the Justice Department for prosecution.

These things ALWAYS take this long.
Lots of paperwork. Lots of waiting. Lots of trying to fit part B into part C.
Every loose end needs to be wrapped up, and I am sure in this case there are thousands of them. If a single loose end is not closed, the defense attorney will find it and use it to their benefit.
