These "charitable/church" agencies should be identified and hectored by the public (blood spilled on their doorsteps, "dead" bodies representing victims stretched out in front, etc.) until they back off. Alas, so many on the right/center in this country "don't want to make waves" and give them a free pass.
There’s no mystery. The two main culprits are Lutheran Social Services and Catholic Charities, who are paid by the government for their fiendish efforts. Catholic Charities, of course, acts at the behest of the USCCB and the Vatican. Lutherans just do it for spite.
