Can any citizen of any British Commonwealth nation submit such a petition?

Anybody can submit such a petition. There's no citizenship requirement at all. It would not surprise me if Mr Morris submitted this petition specifically to point out how absurd that is.

(He also could be quite serious - I've no way of knowing - but it seems the type of issue you might use to raise attention).

So the legislative quirk had nothing to do with the fact that he was Australian (or a resident? of any British Commonwealth nation)?
