There is a large elephant in the room that the article isn’t addressing.
Simply put, there is a culture in place that has never worked, will never work, and demands to be taken care of. Those areas with that culture are never going to be able to be self supporting, and exporting the people will only spread and grow the problem (look at the welfare crisis in many rural towns).
With the end of manufacturing in the US, this class is going to grow.
