I don't think Trump would personally pick him, but maybe Manafort is pushing this thinking it will help Florida. If Florida is called early, it will affect Ohio and maybe Colorado, Wisconsin, New Mexico, Iowa and Nevada.

That would be the 1237 plan. But that plan doesn't see the light of day if he falls short of that, so it then is plan 170. Rubio is an energetic campaigner and would likely help in Florida. So, if he can deliver the nomination, he doesn't hurt the general.
I hope plan 1237 stays viable.
