Our investigation looked at whether there is evidence classified information was improperly stored or transmitted on that personal system, in violation of a federal statute making it a felony to mishandle classified information either intentionally or in a grossly negligent way... And then later...
Although we did not find clear evidence that Secretary Clinton or her colleagues intended to violate laws governing the handling of classified information, there is evidence that they were extremely careless in their handling of very sensitive, highly classified information.
So, what is the difference between 'grossly negligent' and 'extremely careless'?

Maybe, on Comey’s behalf, it was a simple decision and without recourse. They could spend the time and money on a trial, but there wouldn’t be the slightest chance of a conviction by a Washington, DC jury. So, why try?
However, I personally doubt that was his rationale; I believe that White House made the decision and directed the process.

Not that I believe in conspiracies but I find odd that:
1) Bill Clinton met on the Tarmac with Loretta Lynch,
2) Obama flew Hillary to NC today,
3) Comey surprisingly found crimes committed but recommended against prosecution, and
4) Before Comey’s speech was over I got a robo call asking for donations or Hillary.

Gross negligence is a legal standard, that if met, results in a risk of criminal prosecution.
Extreme carelessness has no legal meaning or effect. Comey put those words in there as a sop to suckers.

Becoming the Democrate candidate is a race to the lowest chamber of hell! The more crooked and compromised you are...the more points you score! I beleive after the Kennedy assination they decided its better to kill someone politically then physically. Therefore the most compromised candidate is easier to kill politically.
