I've seen people court-martialed for uttering a single code word outside of a SCIF. Same - ran a SCIF doing training for NSA and other agencies.
Puzzling that he laid out a criminal case that doesn't require intent and also proved she's a liar (must have lied under oath at least once along the way) then says he wouldn't recommend prosecution. I'd wager there was tremendous pressure from outside the FBI and he opted to to a half-right thing without directly opposing them.

2 things ,actually 3 things stood out to me in Comey’s presser, 1st was the me and me alone start, he was clearly sayin “no me and Lynch”, remember, he yanked State outta the loop for leakin, 2nd,was the meat of the presser, “ this witch did this and that,all bad and dangerous” yet we cannot prove nefarious because Hillary’s lawyers deleted docs and 3, he took no questions, not one,not even a chance to go Sam Donaldson and scream one, nope, maybe the next question woulda been, hey Director, how is that second investigation goin ?
