It is being ignored in Chicago and Baltimore. Not working very well for the black Americans who live there.
It's not supposed to work. It's meant to bring chaos. People won't demand change if they are happy. The left will create chaos, the people then demand the government fix the problem and then the government passes more laws that remove liberty. It's like a python around it's prey. The more we struggle, the more we get squeezed. The majority of the people are blind to the fact that the chaos we are seeing now is nothing more than the result of the last time things got fixed.
