I believe a speech writer fed her a line, and then told everyone to be prepared to comment on it.
That possibility exists and I too fell for the passing thought of it being another brilliant Trump move but, the fact we are discussing anything except a pretty exciting opening quashed that thought.
Although I didn’t hear Joni Earnst speech, I understand it too was wonderful.
