Looks to me that it's the Chairman of the Joint Chief of Staff's direct representative to the secretary of state trying to warn Jake Sullivan that Hillary's little jaunt into Iran to secretly meet with Ahmadinejad has been blown.
Admiral Harris is trying to cover his ass as the bearer of bad news and so brings it to the attention of Sullivan under the cover of a crazy "conspiracy theory".
Obviously, Admiral Harris is not supposed to know about the secret meeting between Hillary and Ahmadinejad and so he forwards the report of the GRU as sort of a joke.
Sullivan and Harris have a couple of uncomfortable email laughs, Harris has done his job as the Clinton lackey he is and warned Sullivan, and Sullivan then runs off to make up lies about Hillary's condition.
I wonder if this plane crash explains the injury to Hillary's tongue?
