The NREL plan assumes large-scale production of hydrogen through electrolysis, but with renewable energy used to provide the majority of electricity in place of fuels that produce high levels of carbon emissions.

Wishful thinking. First of all, electrolysis doesn't happen easily. The components and support apparatus, including the catalysts, are obtained from using standard manufacturing processes using oil and coal. The electrolytes are similarly created, and you can't just use regular bathwater. Unless they plan to use green energy in the total manufacturing process, this will still produce high levels of carbon emissions, not that it is a bad thing. Of course "they" say it is, but they're running a con game. The 50 cents price is achieved by using fossil fuels and government subsidy (and lies).
