I believe in a non-satirical world the IRS cannot use their usual lien, levy and seizure enforcement tools to collect the 0bama “penalty/tax”. But they can use all those tools to collect actual TAXES, which tells me the penalty was NEVER intended to be a tax. If an ordinary doofus like me can figure that out why can't “Justice” Roberts?
