I have my own theory about that little episode you're speaking about, a theory that I've never seen anywhere else. I'm almost afraid to say it publicly because if I'm right and she found out people were watching this, she could overcompensate for it. But what the heck: Maybe it'll give her just one more thing to have to focus on and she'll short-circuit!
The medication that stops a cough better than any other is hydrocodone, or opioids. It's been speculated that she's likely taking this in heavy doses before public appearances to avoid a repeat of her 4-minute coughing frenzy a few weeks ago.
Opioids suppress the area of the brain that tells you to take a breath (medulla oblongata). What you're seeing at 3:19 could be something that I had already marked down as one of four sudden compensatory inspiratory episodes she experienced while sitting there in that chair, waiting to speak. She was simply gasping for air. The opioids are suppressing the respiratory center in her brain, so her mind "forgets to breath." After not getting enough O2 over a minute or two, her body notices it. Her body lurches/jerks as it's sending a message to her lungs, "Yo, wench! Breathe!! We need some oxygen in here!"
