They can’t. Deadline for candidate replacement is now past in many states.
The DNC has a procedure in place for candidate replacement up to and including November 8th.
That said, it may be too late to get a new candidate on ballot.
As I understand it, after the ballot print deadline has passed, the DNC will advise voters to write in the new candidate of their choice if Hillary is gone.
