It’s an accurate quote and has been repeated on Breitbart News:

“Donahue called on presidential candidate Hillary Clinton to react swiftly to the revelations, declaring that she “has a moral obligation to sanction Podesta and Palmieri immediately.”
I’m not doubting it’s authenticity, just confused about the chain of transmission.
