I think your missing something else. Michael Moore pointed out that 90,000 democrats in Michigan voted a straight democrat ticket but left the presidency vote blank.
And my daughters went to the polling place and found that they were not registered. When they filled out the provisional ballot supplied buy the election judge, my daughter was told that the on-campus group that registered voters and had pro-Hillary signs while registering voters, tore up the republican registrations and did not hand them in. So only democrats could vote at her Pennsylvania college.
And a similar thing happened to her sister at another Pennsylvania college. So neither could vote. And both registered republican.

IMO, voter registration cards should be a controlled item with each having a printed control number on them. A group signs out 1000 cards for a registration drive they must turn in 1000 cards whether filled out or not along with a book showing the control number and signature of the registrant.
Also, registrations involving a third party collection, shouldn’t have any party affiliation on them.
