The average, normal election has a total of only 130-150 million voters who actually vote.

That's not true. The highest counted vote totals ever were 2008 -> 129 million +.

The voter spike came in 2004 and stayed

Prior to 2000, votes total were in the 70-80-90 million plus range, with 1992 as the exception with approx 103 million votes.

In 2000, there were approx. 101 million voters.
In 2004, there were approx 121 million voters.

The 2008 votes are an aberration compared to elections before (back to 1992 ) and after (thru 2016).

I haven't as yet broke down the differences among the states to see where the anomaly(s) is\are.

An increase of 21 million between 2000 -2004 is significant. Is there a direct correlation with the surge to the immigrant laden states?

Please keep me posted on this and link to your sources when you evaluate the data.
