The Clintons never do anything that doesn’t advance their agenda. The question is, what agenda is she advancing now?
Also, only a fool would believe these are random encounters. Hillary will never go anywhere that hasn’t been vetted by Secret Service, and no one that the Secret Service hasn’t cleared will be allowed to remain in the area.
She barely managed to keep her campaign going during this election season because of her health; there is no way her health will be good enough to campaign again in 2020.
So, once again, what is the purpose of these “random” encounters?
To make us think she is not behind the riots, the recounts, etc.
Purpose:
1. Appear to be a “normal grandma” and avoid prosecution by the Trump DOJ/independent counsel.
2. Trolling for younger women to replace Huma.
I think her primary concern at this point is keeping the Clinton family influence peddling business afloat.
These odious Clintons have a compulsive need to control the narrative always. Whatever is the agenda, it will be turned to the contrary.
That's because what she is doing inadvertently [by her feigning of randomness] is proving to all that nothing is random.
Falls under, "If she knew what she were doing, she wouldn't do that."
Divine orchestration. Divine comedy. She has no idea that she is not in control at all. The common people whom she is imitating see it, and pass the popcorn.
In addition to making the SS vet the location, she could have only been making them do the actual shopping; recalling the abusive manner in which she made them carry her first lady luggage.
Of course, if anyone was doing shopping, it would have been for ordinary everyday person food, which neither of the clinton capos go near.

My immediate answer to your question? Hitlery was defeated in part because she was viewed as establishment, elite, these “common people” “chance sightings” may be part of her atrtempted re-imaging. For what purpose? I don’t know, but Evil never rests and we’ll find out shortly.
