... In Los Angeles and virtually every city in North America, bicycle theft has almost become a crime without consequence, so widespread that it is treated less as a problem and more like one of the costs of urban life. Thieves can quickly cut locks on a target that serves as its own getaway vehicle, sell their ill-gotten goods to fencers for pennies on the dollar, and rest assured they will almost never be busted. Law enforcement officials, busy with other priorities, rarely commit to sustained campaigns to bust theft rings or even pursue arrests.

Bingo! We have a winner!
+1000!
Too bad you can’t make it shooting practice bait. That would certainly change the dynamic...
Have to watch those jay walkers and parking meters.
My son gets on his motorcycle, and I get in my truck and we fan out. My son calls me about 30 minutes later, tells me, "I've got the bike."
Seems like the yutes had stopped at a convenience store about 3/4 of a mile from our house. My son rides up, jumps off his bike and POW!, slugs the yute, knocking him off of the bike. Kid gets up, son knocks him down again, sending him inside the store.
Paki store owners says he'll call 911. My son says, "Good, he's a thief". Paki-man ultimately does not call the cops. The other yutes didn't want any part of the crazy white guy and beat feet.
Can't say it was all according to the letter of the law, but it worked. It defiantly could have gone south if the cops had gotten involved.
Any organized bit of crime should carry a minimum of 10 years in prison.
Like most things, enforcing the law about stealing bicycles would be considered “racist”.
The police are too busy standing down and looking the other way in Berkeley.
I cannot think of an explanation for this picture. Looks like it could be USA.
Bicycle hoarder?
But seriously, I grew up in a town which was so small, they used only two colors of pins on the city map at the local police station: one for auto accidents, the other for bicycle thefts. Yeah, and they actually caught and punished the offenders.
We were so undiverse, that people actually drove by the home of a black family (nice father, army recruiter and the boy about my age was the student body VP) just to see what black people looked like.
LOL, that’s good. On the other hand, steal a candy bar at the local drug store and a kid gets arrested....hmmmm....$1 candy bar, $300 bike.....what’s the problem?

Thugs can’t be prosecuted for everything, after all, they are owed so much more than they take............at least in cities and states run by self hating leftists.

Because Progressives run cities.
Probably because the thieves are diverse and by definition oppressed, and the victims are non-diverse and by definition oppressors, therefore had it coming
