My understanding from associates born in Red China (but now live and work here)is much of that stopped about a decade ago. Beijing realized that was a mistake.
Incidentally, every Chinese I know and know of came here legally and with the intention of contributing to the well-being of the USA, while building a life. No handouts or expectations of special treatment - ever.
Every one I know came here to get their cash out of China, invest in real estate, and have multiple male babies.
