Saw this one coming years ago. First thing, formal listing of political enemies (in this case the NRA) as terrorists. Second, surveillance. Third, arrest of "key", i.e. Life and Board, members. Fourth, arrest of all members. There are five million. It's actually feasible, and through step 3, very feasible.

This would have to be preceded by a strident campaign in the media, naturally. Just like the one before us.

Some fraction of that five million would kill those who came to “arrest” them. And it would be simple self-defense. Boom, some thousands of cops and FedGov thugs dead. What would they do next?
