By all accounts, ISIS rarely claims credit for terrorist acts that they weren't actually behind. It's odd that they would keep claiming credit for this one - if this guy Paddock was a recent convert to Islam and had pledged himself to ISIS, ISIS should be releasing a video of him proclaiming his allegiance to them soon.

But until I see it, all I can assume is that he acted on his own.

Don’t they have to do the byatt thing where they pledge allegiance to Isis the moon God and what not? Otherwise no virgins? Perhaps he made a call we aren’t being told about our has been discovered.
