My mother worked on Capital Hill around 1940. She told me she knew a congressman, an ex-ward heeler from Boston, that could neither read nor write. On important votes he always voted the way the party whip told him. She said he wasn’t basically stupid though.

They ALL do that, with the exception of a small few Republicans that view themselves as mavericks.
