The cop could be going for Hypoglossal Nerve (under the jaw) as a pressure point. His thumps appear to be on that nerve. The video is not very still hard to tell.
A black cop can throttle a black perp without repercussions, for the same reason a black comedian or black rapper can use the “N” word or “ho” in reference to members of their own community, with impunity. Two sets of speech rules, one for the eternal “victims” and one for the eternal “oppressors”.

These are local municipal issues. That’s the system. Some Freepers are falling for F-the police BLM narrative and anti-police rhetoric. Not one person condones this sickening behavior. Every department in the nation and the local government overseeing the department needs to evaluate procedure,training and get back to being community police.
