It is premature.
The provisional ballots are going to break Trump just as strongly as the Election Day in person ballots did.
I have worked the polls for the last 4 years. In all that time, up until this election my polling place a small one in the Pittsburgh suburbs) has had to do exactly 1 provisional ballot.
This year, thanks to the mail in voting stuff we had 10.. all due to people not receiving or not having. Their mail in ballot to surrender in order to vote on Election Day.
These provisional ballots are going to skew to Trump at the same numbers as Election Day results more than likely. It is foolish for anyone to make a call on PA with 100k provisional ballots outstanding and a delta of 16k or so votes.

If Biden wins, Fox News makes $$$$ with viewership
Uh...I don't think so..
Trump knows he got the most legal votes.
