How do you fire 50 rounds and not be successful?
Poor planning, basically lack of preparation.
drunk n crazy? The dope made him do it? Pist an broke?
Just a hunch but I doubt the shooter was thinking much about collateral damage. It’s the psychopath in them.

Could have been one of his evil opponents, though. They seem to miss the target almost exclusively.
