I mean, nothing screams "banana republic" like civilian government officials in military uniform. Always pissed me off to see a fat out of shape guy in an admiral's uniform as surgeon general, but "Rachel Levine" in a military uniform is the ultimate insult.
The US Public Health Service do have uniforms based on Navy uniforms. It may date back to the time of the real Walter Reed. Ridiculous in these modern times but there it is.
