...that was the work of the Director of Water Resources (or whatever they call it). He said there needed to be thoughtful discussions about a “fair and equitable” distribution of water. He was an Obama appointee. (I’m paraphrasing from memory and an earlier post on FR)
From what I recall it even goes further than that. The guy is a native Hawaiian and considers the water to be some kind of sacred resource. I don’t know if he literally believes that but somehow honoring that traditional belief feeds into his view that water policy has a social justice aspect.
