Most of the 19 hijackers were fairly conspicuous on the lead up to 9/11 but given the head-up-the-butt mindset of the FBI warnings would have been ignored.
Remember actor James Woods who probably witnessed a dry run on the Boston to LA flight 1 week before and contacted the FBI when he landed only to be blown off.
I believe the FBI was at his door soon after he reported it.
