The Arabic message roughly translates the same as the English message, with the requisite insha'allah's and al hamdullah's. The Arabic phrase refers to "Eastern Quarter" and could be used to refer to the entire east coast or to the eastern portion of the city. From the grammar and context, it sounds as if it is referring to that portion of the city or state.

Sorry, my Arabic is a little rusty.
