I think your question is. What is the difference between a citizen advocating killing a looter Vs a citizen killing a terrorist murderer.
Maybe because one is in the process of being a thief and one is in the process of murder? Killing someone in the process of murder is justifiable.

( Other wise known as a jihadist, with the characteristics of outlaws - see above )

If that 'looter' threatens you with his 'machine gun' then he is no longer just a looter. At that point you have ever right to defend yourself.
