Leave it up to the restaurant and tavern owners. If they want a nonsmoking clientele, they can do what many have done here in Seattle and advertise as a nonsmoking establishment. No need to get big brother government involved.
If the tavern owners want to smoke in their private homes, they should go for it. The public places are more and more being protected.
