There is a difference between the eye and the eyewall. The eyewall is where the worst weather occurs. The eye is calm.

Eyewall should be in the bay at the moment, the strongest winds yet now starting in Port Isabel, winds coming from the north west as it curls around the eye. Hurricane enthusiasts are on the ground there, reporting hurricane force winds.
