[W]hen asked about his law school grades, [Biden] said “I think I have a much higher IQ than you do."

This is pretty common among stupid people because they lack the insight to percieve better minds and, thus, they cannot recognize genuine intelligence when they see it. On top of things, their inability generally leads to a kind of self-satisfied arrogance as well.
