Are you sure they were Feds? I’ve heard the aliens are doing that, too... :-)

The feds are methodically deceiving many of the victims of their covert psy ops experiments into thinking they're being harassed by space aliens. That throws everyone off the scent and gives the victims even less credibility if they try to expose what's happening to them.
