Perhaps they expect the satellites involved to malfunction or come to the end of their useful life before they can be fixed or replaced, and they figure that if they cut off the info now, the exact timing and existence of the problem won't be revealed by a sudden cessation of the info in the future.

I'd heard that the 24 GPS satellites are reaching the end of their useful life and the AF is not really ready to do anything to refurbish them. If the replacement is not compatible with the old system, there's going to be a lot of PO'ed people in the world who have been getting a free ride on our military!
